Your Petitioner was lately employed in the service of the Government of Hong Kong as First Clerk in the Mercantile Marine Office of the Harbour Department in the Colony of Hong Kong.

Your Petitioner was continuously employed in the service of the Hong Kong Government in the Harbour Department aforesaid from the 7th April 1869 to the 23rd January 1907.

On the 27th November 1906 Your Petitioner was informed by the Colonial Secretary that His Excellency the Governor of the Colony of Hong Kong intended to suspend him from the exercise of his office upon the following grounds.

(a) That on or about the 31st day of May, 1902, when the Crew of the S.S. "Alcinous" was paid off Your Petitioner unlawfully deducted from the pay of the firemen and others a sum of $1,260 or thereabouts lent to them by the head fireman Ching Hok and that Your Petitioner received a commission of $65 for the services thus rendered:

(b) That on or about the 10th day of November, 1906 Your Petitioner unlawfully refused to pay one
